Quad Nations Launch Logistics Simulation to Boost Disaster Response in Indo-Pacific

HONOLULU — Representatives from the United States, Australia, India, and Japan gathered in Honolulu last week to conduct a simulation to enhance joint disaster response efforts across the Indo-Pacific, the Department of Defense said.

The Tabletop Exercise, held from April 28 to May 2 at the Asia-Pacific Center for Security Studies, marked a key step in launching the Quad Indo-Pacific Logistics Network (IPLN), a new initiative designed to streamline civilian responses to natural disasters through shared logistics capabilities.

Department of Defense spokesman Lt. Col. Garron Garn, USMC, said the simulation demonstrated how the four nations — collectively known as the Quad — can leverage their combined resources to respond more rapidly and effectively to emergencies in the region.

“The IPLN highlights the Quad’s ongoing commitment to ensuring a free and open Indo-Pacific,” Garn said. “It reflects the value of strengthening practical cooperation to address regional challenges.”

The logistics network complements the Indo-Pacific Partnership for Maritime Domain Awareness, another Quad-led initiative to enhance regional security and stability. The programs underscore the coalition’s focus on collaboration in areas beyond defense, including humanitarian assistance and disaster relief.

The Quad was established to promote shared values and security interests in the Indo-Pacific. Its latest initiative comes amid a growing emphasis on multilateral coordination in response to both strategic and humanitarian challenges in the region.
